City government operates under a variety of local laws that are either approved by the City Council or by the citizens as a whole.

The City Charter is the most basic and comprehensive of these documents. It provides broad descriptions of how the government operates and who has what authority.

The Turner Revised Code (TRC) is a compilation of local laws passed by the Turner City Council covering everything from noise complaints to charges for new development. See documents below.

The Land Use Development Code (LUDC) and the Comprehensive Plan (CP) guide the development process, location and allowed uses in the City.
